oil on road -cycling accident

I came off my bike 2 weeks ago and broke my shin bone. I have two questions. Firstly, the bike slipped on oil. The guard who attended the scene has confirmed there was oil on the ground. Do I have a personal injury claim against the council?

Secondly, the hospital has added a road traffic accident charge. I have health insurance but im wondering if the hospital is correct in charging for this. I wasnt hit by another car, I was in traffic and pulled brakes, slipped and fell.
Does anyone know where I could find a definition of a road traffic accident?

Did the Council spill oil on the road?

You would only have a case if it were reported and left.

Oil diesel etc could be spilled at any moment in time.
How could a council be to blame...

I hit oil spills and diesel spills often on the motorbike over the years and fell a few times but in no way had a case to claim off council.

Thanks for quick replies. I should have specified that im looking for definition as I dont think the hospital should charge 4,000 onto the bill for a road traffic accident. They state it relates to health act 1986

The council is not responsible for oil spills.

http://www.irishstatutebook.ie/eli/1986/act/10/enacted/en/html defines the charges for road traffic accidents. My reading is that they are incorrect in charging as you were on a bike and the sole person involved so no mechanically propelled vehicles were involved.
