The transfer of handicaps between clubs is not automatic and a senario like you have described would be flagged up by the clubs handicapping software. The handicap committee would more than likely insist on new cards for the new 'home' club.

you only have to submit new cards if your handicap/gui membership has lapsed for more than 6 months.

The import of a handicap is not automatic, 95% of the time there is no problem, the old details can be easily retrieved and the new club h/cap issued. But in a case as described where someone changes every year without playing at their 'home' club, the new club's handicap committee would be within its rights to request new cards, indeed they would be advised to. Some clubs own handicap software will flag up the number of home qualifiers and this has to be overidden manually to continue with the award.

I am certainly aware of this happening on a few occasions and it has come up in conversation with the GUI and handicap secretaries.
