Laptop for graphic design and 2D/3D Mobile game

Does anyone know what is the best website to go to that is capable of doing graphic designing (Adobe Illustrator cc and Photoshop cc) and 2D/3D mobile game development? Not doing too serious into gaming development, just a start at doing mobile development with Unity. Is it possible to find it at the range of 700-800€? And is able to transport to Ireland. Thanks.
