Is an International Driving Permit a requirement to hire a car in Abu Dhabi or would my Irish one suffice?

You will need the Irish driving licence anyway since the Intl Driving Permit is only a supplementary document which is intended for countries where they don't understand English and in particular don't use the same alphabet as us. I would be very surprised if it was required in the UAE even though it's an arab country.

Local driving habits in gulf countries can be an eye opener for those not used to the scene, are you sure renting a car will be a wise move? In most cases if you have an accident and the other driver is a local, it's your fault, end of story.

Irish License is fine for renting a car. Have rented a few times in Abu Dhabi airport with one. Have never had an international driving license or been asked for one.
