How does the technology actually work. Do Eir use the same cables as Virgin Media/UPC??

I live in an apartment complex

Not the same cables - Eir uses phoneline, Virgin use cable TV cables ("coax").

Eir have a "universal obligation" as the national phone provider, so they have to provide you with a phoneline if you order one, and other companies can also provide broadband over that line (e.g. Vodafone, Digiweb etc).

Virgin's is a closed system, they own it, and only they can offer services on it. If you don't have the cables already running onto your property, you can't order it.

    They're completely separate networks.

Also worth noting that eir re-sell to others, Virgin don't.
