Is the girlfriend of a company owner entitled by law to a free company car even if she has no involvement with the company?

What do you mean "Entitled by law"?

Entitled in the sense that she can lawyer up and petition a court to enforce that entitlement? If so, certainly not.

If you mean is the company allowed to legally provide a car to whomever it wants, then the answer is yes, BUT...

... not without incurring substantial tax cost.

Since you're asking the question in the tax forum I presume it's the latter, and the simple answer is don't do it. EDIT: The reason I say don't do it is that there would be a BIK equivalent to 30% of the original market value of the car (note, not the price the company pays for it if it's 2nd hand).

Girlfriends have no legal rights at all besides those they already have as an ordinary citizen as far as I know

So can a director have more than one company car?

Can you find out who the owner of a car is?

This has nothing to do with taxation. IMHO it's starting to sound like something personal...

A company can provide whatever benefits it (or the director) wants, it's only a question of whether the appropriate benefit in kind is applied.

You can't find out who the owner of a car is, but if you think there's a tax issue you can pass your concern on to Revenue, who can.
