First off, I'm not a warhammer fantasy player, but I'm guessing the premise to what I'm about to say applies more or less equally to either WFB or W40k

You need a core to build your army around, which is usually some sort of standard troop type/choice. So perhaps starting with a few units like this is a place to start.

You'll probably need some sort of leadership unit too, so pick something suitable next.

Then after that you can start to look at units to try out tactics, etc, etc.

Hope that is of any use?

For a solid 2,000 points the best place to start is by getting one of each of the three plastic regiments. don't bother converting the spearmen into seaguard, they aren't worth the points.
from the special units, swordmasters are my personal favourite, and without a doubt, probably the best infantry unit you can get in a high elf army. Reavers are very useful in small units (around 6 models), and can be used to harass your opponent's flanks. Dragon princes are good, but when starting out, you can let silver helms take the role of heavy cavalry. chariots can be very good if used to support a charge, but won't last long in a drawn out combat, as they are a bit fragile. I don't use shadow warriors, but would recommend taking them if your opponent takes skirmishers. In the rare units, the only things worth taking are bolt throwers and great eagles. The eagles are excellent for aiding a close combat, taking out war machinecrews, and in general being a pain in the ass. Bolt throwers are the bane of armoured knights, and against weaker troops, you can shoot in volleys, causing massive destruction.
and now for the tricky bit, characters. In a 2,000 point army, you can only take one lord, so will it be the Archmage, giving you dominance in the magic phase. Or the prince, kitted out to take on the toughest of foes. it's a tough choice, but it depends on your style. other than that, a back-up level 2 mage and a commander fill out your character slots.

its funny cause Dark Elves and High Elves and both built to annihilate each other. a battle between them is always horribly bloody and very entertaining!

Elves are nothing but abominations to be butchered in honour of the greatest of Chaos gods, Tzeentch.

Elves are older than tzeentch and quite honestly...pwn his ass. Elves and eldar are the best races in warhammer imho. plus eldar are just beautiful models - elves r a bitch to paint for a mediocre look

Poppycock. To both your Elves and Eldar, I say:

    WAAAAAAAGH!
