Incremental Compression program? Does it exist?

I'm looking for a program which will do the following. File A + File B Creates a File C. Now using File C + File A you can recreate File B. VSS, PVCS does this, but it's kind of built in and I'm really looking for a single program that doesn't require checkin/checkout.
