    Can you write to the fat32 system using the local linux box as a non root user . If you can't it's not a samba issue. I think the default is to mount vfat read/write for root, and read for all other users.

    Try
    /dev/hdb1   /windows   vfat   auto,users,async,exec,dev,suid,rw,mode=777,umask=000
