Volunteers wanted for Creating OECD Broadband Price Table

    I'm looking for a few people to volunteer some time to create pricing tables for the list of the EU-15 countries and the 30 OECD countries.

    What I require is the cost of broadband packages in each country. I need links to each of the products too so that we can go back and check for updated prices every so often. The broadband products must be equivalent to the packages in Ireland - so 512k minimum. Obviously we'd be looking for the cheapest packages, but post whatever ones you find. If you find the website for each countries regulator (if they have one) post the URL for that too.

    If you any suggestions about the structure of the tables please let me know.

    Some info for Netherlands where I live:

    ADSL situation: providers either use the KPN wholesale service or provide their own networks (full or partial LLU). For consumer ADSL there appears to be KPN, Tiscali Wholesale/BaByXL or bbned
    However, Tiscali retail also wholesale KPN's service.

    Some sample packages and links (plus suggested fields for table). will edit if any other fields are suggested by others.

    In my experience this is not an easy project.

    Forfas had a comparison in their latest broadband report, done for a lot of money by a consultancy, and it was crap, nothing but utterly misleading and incorrect crap. But still worth a look, to see how they did it.

    To compare other countries 512 kbs offers is inherently flawed, as they are now moving to "real" broadband. Note: 2 Mb is quickly becoming the new standard for broadband.

    Comparing the 512 pricing would not show the true disadvantage the Irish broadband customer experiences vs Sweden [end of edit]

    Integrating volume caps is not easy.

    I do not want to poor cold water onto the project, just offering a few thoughts.

    One method of getting a quick picture is to look up the Tiscali websites of all the countries. Tiscali are not the cheapest though.

    Ah, maybe I should have been clearer. I meant miniumum 512k broadband connection. I noticed some "broadband" connections were 256k down for some countries, I didn't want to use their prices and later be called out on it. All the better if the other countries have higher speeds as their basic packages.

    What I want is an almost live European pricing list so the next time McRedmond states eircom's broadband is cheaper than the european average we can supply the most up to date price comparison list around and show the actual truth.

    It's worth noting that cable is predominant in parts of Canada and often available for cheaper than the DSL products. Bell Sympatico are the largest DSL operator in Canada by far with control of about 50% of the market.

    Might it be useful to compare like-for-like using the price? Some of the listed 512kb services are only a few euro less than 2-8Mb services. If you said "Eircom charge E40 for 512kb, but here's what E40 would get you in other countries...", it might have a good impact, too.

    Assuming we haven't given up on this endevour, to keep it rolling I'm going to give the German speaking countries a shot next and then Norway. Just remind me what the story is in Germany. I seem to recall there's a scheme where you pay Deutsche Telekom some monthly fee for ADSL provision and then a small sum to the actual provider. Did I get that right?

    Another thing. I've quoted all prices above, to the best of my knowledge, inc VAT. Obviously VAT rates vary and certainly North American prices don't include any sales tax at all. I think both Swedish and Danish VAT is 25% for instance, so the situation is even less in Ireland's favour. Please advise.

    (As long as you are not with a provider that works via LLU you are correct - while there is a lot of LLU, those services would not be available nation-wide, mostly restricted to cities; but things are expected to change with the incumbent under pressure to simplify LLU access). In order to avail of dsl you have to upgrade your line rental to either 1, 2 or 3 Mb capability with the incumbent Deutsche Telekom. Then you choose one of many ISP's for the dsl service you want – they start with €0 for capped packages. To make things even more complicated there are volume capped, time capped and uncapped products on offer.

    No wonder the politicians and the media get the figures wrong, when those "specialists" do not take care.

    Our household broadband penetration was not at 10% by end 2004. 2/3 of the Eircom dsl connections are for business and are not residential broadband connections, not household connections. With around 50 000 residential connections at the highest by end 2004 we'd have a household penetration of below 4%.

    But probably the figures for the other countries were got in the same incorrect way, meaning the comparative impression of the chart would probably be all right.

    Just before i go on about these tarrifs, it seems that like your mobile phone you can have different tarrifs on your DSL Line.

    T-Online have a different approach to dsl, instead of just buying by the connection speed you buy by either the amount of trasferes a month or time, a dsl standard connetion is required as these tarriffs and time do not include buying a dsl line and equipment.

    Of course you can decide not to go with the incumbent, but with a widely available LLU provider like Arcor and pay:

    € 9.95 for a 1 Mb/s dsl line (instead of the €16.99 the incumbent charges) and add on an uncapped ISP package for € 15.90 from Tiscali, no set-up if you subscribe for a year. So you arrive at an overall monthly price for uncapped 1 Mb/s of €25.85.
    For capped ISP services you can shop around for packages starting from €0 a month.

    Yeah, that's what I have here in Sweden at the moment, there was a 495kr connection charge though, or about €50. Found out though, that it used to be run by a different company and it was FREE. But due to the abolishment of monopolies and so on all over europe it's now run by a private company. The swedes here were most annoyed about it, then I told them about eircom.....

    Someone should check out Singapore btw, apparently it's not just a case of fibre to buildings, it's fibre to everywhere.

    Some of that information appears to be out of date, for instance the speed quoted for kommunicera is only 10% of what they actually offer. So I wouldn't really use that table without checking it out.

    From a quick chat with an Austrian friend of mine, here's what I got:

    Telekom Austria's line rental seems to be 17.44 euro/month, but their broadband is relatively expensive. From another company called "inode" it's cheaper. Somebody who can actually speak German may want to double-check I've understood everything right, but here goes:

    xDSL capped: This is where it gets much better. No line rental to be added here (unbundled, remember):

    • 1536/384, 20GB cap, E49
    • 2048/512, 20GB cap, E59
    • 3072/512, 30GB cap, E89

    xDSL uncapped: Again, no line rental:
    • 768/128, E59
    • 1024/128, E69
    • 1280/256, E79

    Perhaps one additional info from the offers: The caps do not apply for night-time bandwidth use. So for all means and purposes the capped versions could be called unlimited.
    And important, as you have already mentioned, there is no extra line rental to be paid. They offer as well VOIP and combination packets with mobile company Three. Porting the existing telephone number to the VOIP costs €26 once-off.

    Those not really quite broadband offers, other successful countries like Denmark have them as well, are very valuable for Internet and Broadband development and should not be laughed at.

    Just to compare with the Irish situation. To get a similar always-on service in Ireland, you'd need to purchase 5 FRIACO 150 hours "flat-rate" services and run dual-channel 128 kb/s ISDN on them. You'd pay Eircom some 150 euros (plus the ISDN line rental) a month.
