Tailte Éireann wont complete transfer due to neighbor

Buying a small site in rural ireland and there was no maps in the original instrument. Neighbors claimed with Tailte Éireann that the folio i am buying is part of their folio. Now Tailte Éireann blocked the sale.

I came across this and the buyer ended up backing out of the sale. There are a number of reasons why it can happen, none of which are good. The situation I came across was that there were no maps in the copy of instrument therefore the exact amount of land and boundary could not be established.
