    Hi folks

I am in the process of upgrading my Rugger 10-22 and wondering what the situation is with ordering parts from Finland or the US

I am considering stock, and barrel (for a start).

Stock should be okay, just order it. Barrel is a pressure bearing part so you need an import license from the DOJ (free and quick to get) and a separate firearm license for the barrel if the serial number is different to your main firearm serial number. Easiest way would probably be to get a gun dealer to import for you, laser engrave the barrel with your current firearms serial number, then do the barrel swap so you can avoid the new firearm application rigmarole.

    I import/export a lot so thought I'd chime in.

Slight correction on the barrel part. While it does need an import permit so long as there is a serial number on it you do not need to get a separate firearms licence for it. If there is no serial number then you would have to get it engraved but if you get it from within the EU it will already be engraved by the initial importer.
The only exception to this is if the barrel is a different caliber to that on your licence(unlikely for a 10-22 😉).

Your firearm can have different serial numbers on components (incredibly common on surplus firearms here, Lee Enfields as a good example, from multiple arsenal refurbishments).

So long as you note the appropriate serial number of the barrel on your import permit application you are good.

As TheEngineer1 said stock should be no issue. However if you are planning on importing a barrel (or any other essential component, barrel, bolt, receiver, etc, even magazines) from the US you will have to comply with ITAR rules on exporting firearms components which is essentially impossible for individuals given the costs and paperwork demands of the ITAR export and import licences(both cost quite a lot and are not a quick process to obtain), and there are additional charges for each shipment after all the licencing is in place.
And this was all before the current tariff wars began so I don't know if that has changed things.

Finland is within the EU so a much simpler process but from memory the last time I got stuff from there they do require some amount of money for the export permit on their side for barrels and other firearms components. Not a huge amount but important to factor into your costs.
