Internal insulation advice needed

Hi, we just got keys for a 1970s semi-detached house. The sale took 4 months. We have to move soon as our landlord is selling. Our builder recommends internal insulation. The house was empty and needs some attention before moving in. We plan to get him to fix upstairs and we will do downstairs at a second stage.
Is internal insulation the right choice? We are under time pressure but it reduces the size of the rooms and I’m worried about thermal bridges but also don’t know enough to make an informed decision. Any advice is greatly appreciated, the house is in Dublin 15 so renting elsewhere for family if 4 and a dog is not an option.
