If 3 people go for a position,one gets the job,the second person gets on the panel,the third person gets nothing. Who is top of the panel for the next position?

If there is only one job available, then the panel closes. If there are more than one positions available, then when the person who tops the panel accepts theirs, the next person on the panel gets offered the job

Thanks for that, just a bit confused. 3 of us went for the original position,does that mean the girl that got the job cannot be on the panel as well,? I was the only one that got on the panel out of the 3 of us. They are trying to use this panel again does that mean I am now top of it??
