Buying Tractor in NI, what's the story with Vat?

If buying a tractor in NI, for example something like below, what is the story with Vat, if not Vat registered. I take it you pay the Vat 20% to seller in NI but there is no Vat Liability here. Or do you not pay Vat in NI and pay 23% here on import? I'm just using this as an example , I have no idea what these tractors are…

If you can prove it was in the North prior to brexit there s no vat paid on the irish side

I believe under the new rules if it was registered, taxed and insured in the name of a private individual for more than 3 months in the north, even after brexit you can import without duties.
