I have the very same issue. It stops once you're in Northern Ireland. It happened to me last year in Poland as well. Just last week I was in England and it stopped too.
I went into my local Tesco and the chap there couldn't figure out what the issue was but gave me a number to call. Called it and well, it's quite the hassle. The lady gave me a very detailed set of instructions which I'd have to change whenever I go abroad. I asked her why it's so awkward and the excuse was 'We're a budget network. We piggyback off of another network'.

So yeah, if you want to roam, they don't make it easy. While it hasn't been bad, it isn't any cheaper than what I was already paying with Eir and it's less of a service. Come the start of the new year, I'll be switching.

Tesco and Sky have the same roaming setup. You need to go into the SIM applications section on your phone and choose the "When abroad" option. There should be some options there to toggle the SIM between home and roaming modes, can't remember the exact wording.

Do you mind sharing the detailed set of instructions the lady gave you?

I wrote it one handed and quickly but hopefully it's clear. I haven't had a chance to try it yet myself:

    'settigs
    simcards and mobile networks
    access point names
    reset
    add +

    under name
    Tesco Mobile internet

    user name
    Tesco Mobile internet

    apn:
    tescomobile.liffeytelecom.com

    mvno type
    imsi

    apn type
    default

    ...
    save

    tesco app
    set to international mode

    reboot'

In France at the weekend, phone roamed perfectly, we had roaming set to automatic in the Tesco SIM toolkit.
