Can someone outside the organization be appointed a role if it was advertised as an internal comp?

    this is a hypothetical, but say someone applied for an internal confined competition in a local authority while still employed in that authority, but then moved to a new role in a different local authority, but still interviewed for that internal role and placed first on the panel, would 2nd on the panel be right to ask for a review?

    In the private sector that would happen if nobody suitable internally.

    Local authority I would expect that a notification is published to say that no suitable candidates were found among those who applied.Then re-advertise or advertise in national papers.

    Don't know about local authority rules,but would you disqualify yourself by leaving? I go see no 2 not happy
