OPW has nothing to do with them.

Council look after L and R roads, TII financially look after M and N roads but the councils do most of the actual work for them.

I am applying for planning permission to start a quarry on my land and they say the road up

To it needs to be bonded . There will be water that needs to be pumped out and down a ditch

Along the road which connects to a burn. Will this bring the office of public works into it

    Will they be contacted

The OPW are effectively the state's facilities management arm. So no.

The council, the EPA and possibly Irish Water will all be very involved in that scenario.

No, he's clearly saying the OPW has nothing to do with it.

Bicycle shed's & designer walls keep them otherwise occupied.
