if I buy a cherry picker registered in Northern Ireland for my own property maintainance which won’t be used on the road, do I need to re register on Irish plates and pay customs, or is it okay just to take off the plates and use it.

Just get it delivered on a lowloader and use it. Once you are not out on the public road it doesn't need registration.
