Garage Exempt Development

I’ve bought a house on a large sloping site. The back garden is considerably higher than the finished floor level of the house. Can I build a garage in the back garden, and have the finished floor level of the garage 3 to 4 meters above the finished floor level of the house, under exempt development?

Exempt development considers the height of the garage in isolation, and not relative to the floor level of the house. Good to go.
