What's the best free website for photos , each of which will have a short description ? Will there be TandCs claiming right to the photos or use of them.? I want to retain all rights .

How do you expect a website to display your images without having the right to use them? By definition, you will have to designate some rights to them.
Flickr used to be the go-to site for photographers, although I'm no longer sure that's the case. They claim all rights are reserved when uploading: https://www.flickrhelp.com/hc/en-us/articles/10710266545556-Using-Flickr-images-shared-by-other-members

Thanks .I see your first point. WordPress looks nice to me. I think I've seen an online newspaper use it.
