Moving from the UK to Ireland

I'm moving back to Ireland next year with my family and we're looking into TOR and VRT. We have an apartment in England that we're putting on the market. Our plan was to move most of our stuff and 1 car back earlier in the year and then when the property is sold bring the furniture back and the second car (this car is recently purchased so need to wait for it to clear its 6 months).

I saw that you can only apply once for TOR and VRT within 5 years, is that correct? So wecan't t do two shipments? Similarly, do we only qualify for 1 VRT, or its one per vehicle owner, they're in 2 separate names?
