Good question. I'm gonna ask the council.

I think I do because my neighbors have the same rear entrance from the garden to the public footpath.

Generally, 2 reasons

1. There is no front gate to the garden at the moment. I have to go through the kitchen. The doorway is narrow to move things in/out
2. The footpath at the back of the rear garden is closer to the public transport
