I'm looking at purchasing something from the US that is $1100, they are saying price to Ireland is $1209 and covers all import fees

Could this be right, are they removing US taxes and adding Irish tax rates - working out the import fees I get around €320 to import at $1100

$109 is probably the postage, you would be looking at another ~300 on top of the 1209 if just VAT and a handling change is added. There may be duty as well.

Is this a purchase via eBay, or direct from the seller? That'll change what they mean by "includes everything".

I've had my eye on something on eBay for a while and was worried that the "all-in" price wasn't as all-in as it suggested. Sure enough, after discussing the situation directly with the seller, I placed a see-what-happens order, took it as far as the final payment screen and the actual "all-in" price came to more than the cost of what I was buying …

There was a significant difference ordering for delivery to the EU versus delivery to the UK; I still haven't been able to figure out where that's coming from.

Items sold by US merchants usually have a list price exclusive of tax, as sales tax varies between states and even cities in the US and merchants are not required to include the potential tax in a product's list price; it's generally added at the time of purchase. $109 definitely doesn't sound like it would fully cover VAT on an $1100 non-EU import, let alone customs duty owed (if any), so it really isn't clear what is going on there. You'll have to contact the merchant to get a detailed breakdown of what that payment that "covers all import fees" actually covers.

you are liable for customs so take their sales price + postage and then add c25% that you'll pay in customs on top of that.

The US quite will never include VAT unless they have a delivery contract with a logistics company to organise it. It might include a 10% duty which might be appropriate or it might just be a fee for filling out the customs declaration.
