Contracted hours vs Rostered hours

This should be quick one and may have been asked already, but if one has a permanent contract of employment that states one has to work 25 hours a week, but they are only being rostered less than this, is this allowed legally?

I would have thought not, and the employer should actually be paying the full 25 hours regardless if they are only being rostered 80-90% of the 25 hours.

No issue for years, but it has cropped up in the past 3 months, and the employer is trying to push the onus on the employee to 'fix' the issue i.e use it as a wedge to dictate a change in hours/days/circumstances worked.
