Adding a pergola - can I apply for planning

I would like to put a pergola in my garden, It's approx 9 sqm.

I have already used used up my 25sqm exempt from planning development allowance as I have a couple of large sheds.

Can anyone confirm if I can apply for planning before putting it up?

I would, but my neighbour is a nightmare and has reported me twice already to I've taken up 24sqm already with 2 structures.

If I put this up 100% she'll be onto the council again, and they must investigate it.

Begrudgery at its worst.

Should be ok depending on garden size. And given it’s open sides too.

For example, I got permission for a client this week for an 88 Sq. M shed to the rear. The guy already had a 90 Sq. M shed to the side.

Large garden in Dublin City though.

OP has already confirmed they have used other 25 Sq. M exemption on another shed. A Pergola is the same planning class as a shed.

Their neighbors had already reported the OL for their existing sheds. You bet your bottom dollar they will report them again once the Pergola goes up. And that’s Enforcement as Planning is required. They are then into the retention process and any conditions/costs that come out of that.
