Applying for role while on probation

I have recently moved roles in my organisation (public service) and still on probation for that role although have been with the oganisation for almost 18 years. Another role which is exactly what I've been looking for has come up but because I'm still on probation I'm exempt from applying internally. I can apply for it as an external candidate if it is not filled internally. I could understand this if I was a "new" recruit but as I said I'm with the organisation almost 18 years.

Is it above board for them to do that and prevent me from progressing?

Speak to the manager of the new role.

Yhey may suggest a way around it. Or they may change their mind and not hire for six months --- if they want you as much as you want them.

    Sounds a bit made-up.

Is this exception expressed anywhere in writing or was this just something you were told?

HR would prefer not to have you leave one job for another while on probation but that doesn’t necessarily mean you should be precluded.

It sounds like an unreasonable restriction.
