Is planning required, Garage door to window?

    Hi,

    We have a garage at the front but it is not attached to our house, we were going to turn it into a room, just really a hang out space for the kids. We were initially just going to seal in the garage door from the inside, put a stud wall over it as there is separate access door at the side. A guy came to look to price up to finish inside and said you should put window there instead, he said we don’t need planning because structure is already there, not sure about this. We don’t really need the window for light as we’ve put in a velux already at the back but he’s saying to do it properly we really should remove the door. Thoughts?
