Is there any way to break the cycle of scum people?

I live in a well-to-do area but unfortunately due to new regulations there must be social housing in all estates, 🙄🙄🙄 meaning lower class people are living alongside upper class people.

For example, last Halowe’en, I had to work until late at night and my wife being a nurse wasn’t home either. The house was unoccupied.
I decided to leave a large “bag for life”, or whatever they’re called in a conspicuous location outside the porch with individual goodie bags inside.

I expected (but was disappointed) for each child to take a single bag each.

How wrong I was. The children of upper class families took one, then when a hoard of children from the social housing arrived, one of them pushed his way over and emptied the bag into his (I know because I reviewed the CCTV footage later).

Some of the lower class children even littered my driveway with rubbish.

I took it upon myself to upload the videos of these children to a local FB group (of which I am the admin), only to be met with a barrage of “wHaT aBouT GDPR”, “you can’t post children online, I’ll sue you”… lol. No crime broken.LOL, they can sing Dixie.

However I doubt it’ll change their scummy ways. Why are some people so scum?

Unfortunately the government and justice system pander to them, so it's not going to change anytime soon. If the parents have no ambitions or set no standards for the children, you can expect to see the cycle continuing.

The media would create a huge story about it. Saying that little Johnny will be deprived of food or clothing. The social services don't have anywhere to put them. Foster carers don't want to take in young brats.

So you want to put the kids into state care at an average of 300 grand a pop, or, fine/take money off those who don't have money to begin with.
