Seeds/flour placed around the city streets

Recently I have seen what looks like flour or seeds neatly piled around lamp posts and pillars in city centre. I think I saw a few in Merchants Road and maybe near Forster Street. Is this something to do with pigeons and who is behind this?

Been mentioned more than once here, there is a person who does the rounds with porridge oats around the town, been going on years.
No comments about the person or their practices will be allowed
