Has anyone heard of a base layer with windproof chest protection ? I have a sensitive stomach & get affected by wind chill. It's not a problem except in warm weather when I don't want to be wearing a jacket. I remember seeing Italian base layers with a windproof membrane on the front but can't find them now.

I bought one some years back from Aldi or Lidl. The windproofing did work but at the expense of any breathability at all. The base layer would then get very damp in front, leading to "joggers nipple" on long spins,

Perhaps better quality materials might have avoided it but I've never bothered as I suspect it would be good money after bad.

I think the higher end baselayers you are thinking about may have been from Craft and I haven't seen them about in a while.

There is something similar from Ekoi which may work for you.

They do a sleeveless version that looks perfect & only 18 pounds but 17 pounds shipping.

Something like this sounds like it's hits the brief? I have one and my only comment would be that it's a tight squeeze over the head! You can see from reviews that others say the same but I see it as only a minor issue.
