What does this part of a TRV do?

This is an image of a radiator TRV valve with the head removed. What is the function of this serated wheel? Is it a flow adjustor? Can it be turned? Some valves have them, some don't. I'm curious .

I'd say it's just the nut that compresses the seal of the valve spindle. Some may be a hex head.

Hex heads is what mine have, and it's not adjustable in my case.
