As per the title, I wasn't sure of what my income would be in 2023, can I contribute to a pension for the prior year in this year?

Yes, until end of October, this is very common.

Yes provided you have the pension payment made & the claim included in your 2023 income tax return which must be submitted by 31st October 2024 (usually there is an extension to 15th October each year if filing your return online but there is no guarantee on that in any year).

You will have to submit the certificate from the pension provider showing the payment amount & date of payment as supporting documentation.
