New boiler/cyclinder

Hi new copper 18x30 cylinder installed and plumber said flow is on the top of the coil and return is on the bottom of the coil,is this correct ?? he also connected the fill loop into the top connection of the heating coil in the cylinder is this correct ?? any ideas ?? thanks

That’s fine - (it doesn’t make much difference when there is a circulation pump involved.) Greater planning is needed in the case of a gravity circuit from a solid fuel stove for example.
That’s ok also, the location can be anywhere on the heating circuit, the location doesn’t matter other than ease of access for future operation.
