Adding an outside tap? Running pipes above ground okay?

I would like to add an outdoor water tap to the side of my house. I can't go straight out to where I want the tap. Can I go out and run the pipe along the outside of the house for a few meters? What kind of insulation do I need to prevent cracking? The tap will be used for a hose to water plants at the front. Can I take it…

Connect to the storage tank to prevent contaminating the drinking water supply.
Lagging is good practice but more inportant is to fit a shut-off valve inside so water is off and tap open during the cold months.
