Control freaks out running in Ireland with dogs on leads next the dogs stop to meet other dogs?

I was out walking today to with my two dogs who are both Cavapoos next this guy running /jogging with his dog also a Cavapoo his dog stopped to meet my dogs wagging its tail as dogs do .

The owner aggressive pulled his dog so hard that dog turned over on his back and the jogger/runner drag the dog along like a control freak

This is not the first time I have seen this horrible behavior in modern day Ireland.
