Is a development/renovation finished??

    Hello to you,

    A protected structure is restored/renovated into 3 ground floor 'incubator units' and 6 apts on floors 1 & 2. Blueprints on granted planning application show each of the ground units have separate access by way of doors. Doors never installed, concrete block infills instead.

    Is the building therefore an unfinished development? Any help greatly appreciated...

    It would appear to be unfinished but it's hard to say with any degree of certainty. Are any outstanding works still within the 5 year planning period to complete the development? Have all other proposed works been completed? Have you checked the planning file to ascertain if any minor amendments were proposed?

    A lot of times developments (works) may be signed off by a building professional as being "substantially complete" with some minor works still outstanding but every case is different as are the opinions of said professionals.

    The short vague answer to your query is "it depends"

    What are incubator units? Are these units not for lease? When was planning granted?

    Units built and intended for commercial use by small business start ups (to adhere to local area development plan). Were never put on market for either sale or rent. Final grant date 2008.

    I would say they are unfinished, in terms of completion for market. But still substantially complete to meet requirements of planning grant.
