Water Shock Arrestor

This follows on from my posting 18/1 about water hammer.

I asked if the housing association would install a water arrestor to try and stop the shock(noise really and was told that it would not be effective as arrestors only work the pressure of mains supply. Is this correct.

The cold water source to the hot tank is from the attic tank. The head from attic to hot tank is 1.5m Would an arrestor work in this position or if there anything else that you can suggest. Thank you
