Electricity Credit based on the property or the account holder?

Following up on another thread here regarding not getting the electricity credit due to low usage. I contacted Electric Ireland and their Helpline tells me that the credit is based on the account holder rather than the property. And so, because I was renting and didn't have an account in my name during the period between selling one home and buying another I don't qualify for the credit. Anything I read online seems to suggest that it's the property that's assessed rather than the user - anyone know for sure?

Yes there's a condition for the credit to apply and I think it's only electric Ireland who refuses the credit based on this low usage. So when we moved to a new build electric Ireland refused to give us the credit saying that we had very low usage, I contacted the authority who gives the credit to electric Ireland and they told me I need to go back to EI and tell them that the credit agency has no issues in giving the credit in my situation as it's a new build. They asked me to call back if EI still refuses and they told me it's always EI who does this to customers.

Credit is not based on the customer account as I already had pretty high usage on my rented accomodation, the problem with electric Ireland customer care is that most of them doesn't have a clue, You might need to talk to atleast 3-4 executives to get the right answers. Most of them doesn't know anything.

I got into a game of email table tennis with EI at the start of the year on this issue and basically I refused to go away! Eventually they gave up and gave me both credits so well worth the effort!
