Asked to pay customs duty on a replacement for a broken part?

Purchased a product from outside the EU recently and I paid customs on it.

One of the parts was damaged so a replacement has been sent.

Today I got a notification that duty is expected to be paid on it.

What's the process here? Do I pay the duty and claim it back from the seller, or from the customs?

They should have said on the invoice that it is a replacement for a damaged part and that the value on it is £0.

I finally got through to DHL, apparently they made a mistake and ignored the large bold wording saying "REPLACEMENT"

That's not how it works.

It has to be on a declaration. Exceptionally simple for the sender to do.

They made an exception. It should be on the official declaration.

It might have been on the official declaration and they missed it.

The declaration said REPLACEMENT ... sorry are you thinking they wrote REPLACEMENT on the box or something?
