How will I fix my elderly relatives shower rail?

Whenever I visit a relative his shower curtain rail annoys me.

He has been promising to fix it himself for years but now he's getting old and I would like to do it for him.

It appears to be a simple right angle with two screw fixings on either end.

This has been sagging in the middle at the bend for 10 years.

Should the fixing screws have been on the left and right instead of top and bottom? Would that have made any difference?

Because his shower curtain doesn't work his bathroom floor is constantly flooded. I'm concerned he will slip if I don't sort this out
