Do I need planning permission to add a wooden fence to an existing wall at the front of the house?

I want to do something similar to the picture above and see this style around quite a lot in front gardens but wondering do I need planning permission to do it?

If it’s to the front, and higher than 1.2m, yes, you need planning.

Well it's very easy and cheap to take down, so I'd go ahead and do it.
If the council make you take it down, so be it, no big deal.

And worth noting, the council will only make you take it down if they receive a complaint from a member of the public.
