Is it generally true that a new engine needs certain replacements or other work and servicing done early on in miles. Before the regular service interval kicks in. Thought I heard something along those lines. ICE car.

Not usually. A service at the required interval should be it really. Is it a whole new car or a new engine we're talking about here though?

Some manufacturers may look for an early first service, but that is more of a health check than anything else.

New engine replacement under warranty at 60k km. I had a thought from somewhere that there was some new engine care that I would need to do. Gotta keep the dealers happy. Holding them to the warranty for the replacement engine was some saga so I wanted to make sure they had no excuse for the remainder of the warranty.

Look in the manual / service book and it will tell you when it's needs servicing.

Very, very few cars now needs a running in service after 1,000km or so. Only if it's something exotic, or a Subaru. Everything from the major manufacturers just needs first service when the car tells you, or when the sticker in the window says.
