PRO RATA CONTRACTS - Does position needs to be advertised?

I am about to be offered 16 hours from after midterm for the rest of the year. I believe this means this should be a prorata contract as it is of sufficient duration and number of hours.

On the ASTI website it state that the position would have to be advertised and interviewed for etc to enable a prorata contract to be offered, on the TUI website it didn't mention this stipulation.

Can anyone confirm if it has to be advertised for me to get a prorata contract please?
