Saw lots of green / black flags, what are they?

Was on the Malahide Road, north Dublin yesterday and seen loads of green/black flags like shown below (I forget which colour was on which side so may be reverse of this). I'm probably displaying massive ignorance on some subject, but any idea what they're about?
