Do I need commencement notice for no planning build

I am self building 25sqm timber frame extension, no planning required. Can i just start laying out foundations/slab etc and take my time building without informing anyone (except neighbours) ? it or do i need to send commencement notice with intention to opt out, technical drawings etc ?

No commencement notice required, but you still need to comply with the technical requirements of the building regulations, aka, the technical guidance documents.
