How does Apcoa now own a monopoly on all the parking spots in Galway?

Can someone explain to me how this works? I thought the council owned the parking spots in Galway. Have they sold them to Apcoa? The parking along the road on the docks is now 24 hour parking. All the college areas, areas around woodquay, have all been gobbled up by these guys. Is all parking becoming privatised and monopised? Seems crazy that town won't have any over night free parking or that one company can decide on prices, days etc. Town won't be nearly as accessible.

    What are peoples thoughts?

Some of the parking you listed has nothing to do with the council (docks, college).

APCOA are hired by the landowners to manage the parking and enforcement, ownership doesn't change. Well maybe for parking lots, but never for onstreet

This explains the parking owned by Port of Galway.

The docks is a private area, the city council are just a stakeholder in the docks area the Galway Harbor company own the docks.

The college is a private area, in the colleges students started parking on the grass and footpaths when the parking areas were full.

    Carparks around Woodquay are private.

I live in a private estate in the city, we had to employ a clamper as cars were being dumped all over the place when people were going to work by people that didn't live there. They parked on double yellow lines, partially blocking driveways and on occasion cars were left there for a week or more while the owners got the bus to Dublin airport for their holidays. The company we employ has the ability to lift cars and take them away which has been extremely handy.

Whoever owns the land deserves to be compensated for providing car owners with the convivence of being able to park close to the city. There are not many options for parking enforcement in Galway, Apcoa are one of the bigger outfits.

There is plenty of public on street parking or public car parks available in Galway where a car can be parked overnight.

Parking along the docks (Dock Road) has been Pay & Display for at least a decade or more.

On Street Parking is controlled by the relevant Local Authority, the is split between the City Council and (effectivily) for the docks areas, the Port of Galway.

APCOA do "control" a lot of parking in Galway, mostly the relevant land owners have contracted them to it. Even some private estates have contacts with them for parking enforcement.
