    my wife and I want to buy a site to build a timber frame house, we want a coastal location in Ireland, is there any areas where a local housing need is not a criteria for planning?

    Rural housing policies/local needs will exist in every county in Ireland. On face value the best bet is to look for a site that is located with an urban/sub-urban location ... on the edge of a small village for example where there would be lands zoned for residential development.

    The other option is to look for a site that has a run down/derelict house on it. But you need to check the local council's development plan to see what their policies are. The various councils have different ideas on redeveloping derelict properties.
