Fallout 4 DLCs on second account?

My nephew got a PS 4 a couple of years ago and can't retrieve his account details as it was an eir email address. He normally gets games second hand on disc. However he wants to buy Fallout 4 game of the year edition purely for the 6 DLCs on it, as he already has the game. So all he'll get are the codes First question is…

First question is can he install the add-ons without the account, if not can he set up a second account on the PS4 and download through that.
Finally if it works and he can install on second account would they be available on the original account as he doesn't want to have to start over.
