Wall plate issue?

I'm having an issue with the coax connections in my house which I think is down to the wall plates. Three rooms have these plates:

It's a two gang socket with two cable inputs on the back. But I've noticed that if I connect the two cables on the other end, they end up interfering with each other. For example, if I plug something into the standard socket it will also output via the F connector and vice versa. I tested with a multimeter and the cables themselves don't seem to be shorted, but the outside braid is shorted between the two sockets on the wall plate as shown below. Is that meant to be the case? Doesn't look right to me.
